A Legacy of Protection & Preservation

The Lake Hartwell Association’s mission is to protect and improve the lake’s water quality, quantity and safety for the benefit of residents and users. The association uses education, advocacy, and stewardship to achieve this goal. With over 35 years of advocacy, LHA brings together residents, recreational users, and businesses who share a common interest in maintaining the lake’s beauty and sustainability.

We focus on promoting responsible water policies, ensuring lake safety, preserving natural habitats, and managing shoreline development. Working alongside the U.S. Army Corps of Engineers and local governmental agencies, LHA plays a pivotal role in representing the lake’s diverse users and addressing any challenges that may arise.

The Lake Hartwell Association’s mission is to protect and improve the lake’s water quality, quantity and safety for the benefit of residents and users. The association uses education, advocacy, and stewardship to achieve this goal.

How We Pursue Our Mission

Advocates for positive state water policy.
The LHA is a member of the Georgia Water Coalition and participates on the Savannah Basin Advisory Committee for the Georgia Statewide Water Planning Process. The association has taken a strong position against sacrificing our future through interbasin water transfers. The LHA is also a founding member of the Hartwell Area Chamber and Municipal Coalition. It has promoted the need for an interstate compact between Georgia and South Carolina to further protect the long-term future of the Savannah Basin waters.

Advocates for the protection of lake water quality.
The LHA has actively engaged in the process to remediate PCB contamination and resulting fish consumption advisories in the lake. It has conducted independent water quality studies to verify the high quality of our waters for all lake users. Recently, the LHA started the Covekeeper network on the lake to identify and address water quality risks. Together with the US Army Corps of Engineers, the LHA co-sponsors the annual Hartwell Lake Clean Up Campaign and has promoted and led the effort to cleanup discarded foam bead dock flotation from the shoreline.

Promotes water and boating safety.
The LHA staff has developed the lake navigational brochure which has been widely praised for providing a concise source of navigational and state regulatory boating information. The Safety Committee maintains a children’s life jacket loaner program at all lakeside marinas through a Boat US grant program.

Advocates for sound and consistent shoreline regulation and basin management.
With the US Army Corps of Engineers, the LHA has promoted more conservative dock loading through the revised shoreline management plan. The LHA participated in the Savannah Basin Study process resulting in a revised drought plan which better protects our water levels. The LHA conducted an economic impact study, during drought conditions that demonstrated a business loss of over $120 million, to support better water management and has lobbied for federal funding for critical Corps projects, which will protect Savannah Basin water assets.

Networks with other water organizations.
To keep abreast of technical developments and share best practices, the LHA is a member of the Georgia Lake Society, the Lake and Watershed Association of South Carolina and the North American Lake Management Society. Various LHA members have given numerous presentations and conducted workshops at Regional Water Conferences.

Our Guiding Principles

  1. The Development will be constructed and maintained in a manner that will minimize the impact of point-source and non-point source pollution to Lake Hartwell.
  2. The first inch of runoff derived from all impervious surfaces will be filtered prior to entering Lake Hartwell.
  3. Erosion caused by post-development runoff will not exceed pre-development conditions and will strive to be less than that in pre-development condition.
  4. Silt fences will be installed and maintained at the site throughout the construction phase.
  5. To protect the lake, the perimeter of the project will be protected by no less than 50 feet of vegetated buffer; greater buffer will be set aside when appropriate and practical for the protection of the land and water.
  6. Buffers will be left natural or enhanced with deep-rooted native plants including native trees, native shrubs and native grasses adapted to the environmental conditions. Turf grasses and ornamental landscapes do not function as effective or sustainable buffers and are unacceptable.
  7. Paths and walkways will be constructed and located so as to minimize the impact on the buffer and lake shore.
  8. Human activities within the buffer will be minimized.
  9. No sanitary waste, either treated or untreated, will enter Lake Hartwell from the Development.
  10. All amenities developed in this project will be maintained over the life of the project so as to minimize negative impacts to the lake.
  11. Where shoreline stabilization is undertaken, it will utilize bio-engineering and other technology so as to enhance fish and wildlife habitat.

Meet Our Board Members

The strength of the Lake Hartwell Association lies in the dedication and leadership of our Board of Directors. These committed individuals bring a wealth of knowledge, passion, and expertise to ensure the health and sustainability of Lake Hartwell and its watershed. Our Board members serve as stewards of the lake, working together to uphold our mission and advocate for the lake community.

Terry retired to Lake Hartwell after about 35 years in the automotive industry. Most of his career was with General Motors, based out of the Detroit area as well as a couple of international assignments. Terry has always been a lake enthusiast and has been active on lakes since early teenager years. He still water skis somewhat regularly during the summer and just recently received his USCG Captain's License. Terry has been a member of LHA since 2016.

Terry Jackson Jr.

Alicia, originally from Ireland, moved to the U.S. in 1998 and has over 30 years of experience in Environmental Health & Safety, working with local governments and companies like GE and Eaton. Married to a Greenville and Lake Hartwell local, she lived across the U.S. before settling full-time on Lake Hartwell in 2015. She enjoys volunteering with the Alzheimer’s Association, Lasagna Love, and Fair Play CDC, as well as cycling, golf, travel, and lake time with loved ones. Alicia joined LHA in 2016.

Alicia Walker

Kyle Els, a CPA and CMA, earned his Accounting degree from the University of North Dakota and spent 30 years at The Coca-Cola Company, advancing from accounting to global IT. He has lived on Lake Hartwell for 10 years with his wife of 43 years, their two children, and four grandchildren. An avid golfer and traveler, he became involved with LHA through his neighborhood association before becoming a volunteer and member.

Kyle Els

Originally from North Dakota, Jill earned a B.A. in Accounting from Western Washington University. She worked at Boeing and as an Accounting Manager before moving to South Carolina in 2003 to start her own bookkeeping and consulting business. A member of LHA since 2007, she lives on Lake Hartwell in Anderson with her husband and enjoys boating, golfing, reading, and time with family.

Secretary

Jill O’Connor

Ray, originally from New Jersey, came to South Carolina in the 1960s to attend Clemson University. After earning degrees in communications, he worked for Fluor Corporation before moving to Lake Hartwell in the early 2000s. He retired in 2009 after owning a marketing agency. An avid boater for 45 years, Ray is a member of the Lake Hartwell Sail and Power organization. He and his wife, Kathryn, live off 18-Mile Creek on the Seneca River.

Ray Fedele

Margarit grew up in Alabama and earned a B.S. in Biology from Jacksonville State University and a Medical Technology degree from UAB. She moved to Lake Hartwell in 1979, later earning a Master’s from MUSC and a Ph.D. in zoology from Clemson. She taught at Lander, Erskine, and Anderson University, where she spent over a decade on the LHA Technical Committee, mentoring students in Lake Hartwell research.

Margarit Gray, Ph.D.

Kira graduated from the University of Wisconsin-Madison with degrees in Secondary Education and History. She and her husband, Claude, have been married for 34 years and moved to Lake Hartwell in 2016, soon followed by their three daughters. A dedicated volunteer, she has served on multiple boards and spent 21 years on the Classic Steering Committee for the Vera Bradley Foundation for Breast Cancer. Now enjoying life at the lake, she and her husband cherish time with their two grandchildren.

Kira Novack

Rhea Dignam, a retired lawyer, has been visiting Lake Hartwell since 1971 when her parents built a home in Hart County. She moved from NYC to Atlanta in 2010 to serve as Regional Director of the SEC’s Atlanta office, using the family home as a weekend retreat. In 2020, she and her husband relocated there full-time. Rhea, an LHA member since 2008, retired from the SEC in 2016 after a career in government, private law, and consulting.

Rhea Dignam

Terry Kemmy, a Texas native, moved to Hartwell, GA in 2022 to be closer to family. A University of Texas graduate, he worked at USAA for 12 years before starting his own publication business. Terry is a licensed realtor and owner of the Lake Hartwell Guide, as well as manager of the Lake Hartwell Community Facebook page. He and his wife, Jackie, live near Elrod Ferry Recreation Area. Terry has been a business member of LHA since 2024.

Terry Kemmy

Bill Fogerty, a retired Navy Captain, had a career in college textbook sales and marketing. He and his wife Ann became full-time Hart County residents after 18 years as weekenders. Bill has been active in local organizations, including HCPOA, the Hart County Board of Assessors, and veteran groups like American Legion Post 109 and VFW Post 8076. He joined LHA in 1992 and has remained involved ever since.

William (Bill) Fogerty

Katie has lived on Lake Hartwell for over 30 years. After working in Downtown Development and co-owning Friends Restaurant and a restaurant at Stone Creek Cove, she focused on growing a catering business around the lake. A real estate agent specializing in lakefront properties, Katie enjoys skiing, fishing, and boating. She has been a business member of LHA since 2018.

Katie Tillman

Carol, originally from Columbus, Ohio, graduated from Ohio State University with a BS in Sociology. After retiring from the Columbus Metropolitan Library in 2017, she and her husband discovered Lake Hartwell and decided to move there full-time in 2019. Carol enjoys boating, floating, and fishing on the lake with her miniature bull terrier, Cooper. She has been a member of LHA since 2023.

Carol Mercer

Jill, originally from Greenville, SC, has lived in Anderson for 13 years with her husband, Danny. A real estate agent with BHHS-C. Dan Joyner Realtors since 2007, Jill is passionate about helping others and improving Lake Hartwell. She’s known for her community involvement and making everyone feel important. Jill has been a business member of LHA since 2021.

Jill Chapman

Linda, originally from Staten Island, moved to Atlanta in 1987, where she met her husband, Steve. They have three children and four grandchildren. In 2019, they bought a weekend home on Lake Hartwell, later deciding to make it their full-time residence. They joined the Lake Hartwell Association in 2020, working with volunteers to protect the water.

How can I join the LHA or view volunteer opportunities?

Anyone is eligible to join LHA and you don’t have to live on the lake. You can find a membership form on the back of our newsletter or you can apply online here. Just fill it out, send it in with the membership dues, or complete the online application and payment, and you will be a member!

The membership form has a section where you can see committee opportunities for which you can volunteer. We are always looking for volunteers!

LHA is always interested in involving members in the various committee activities. We need volunteers. You should let one of the board members know of your interest and the committee activity you would like to work in. You can do this by calling, writing, or sending an email. A convenient email form is available on the Contact page.

The LHA Board of Directors is a group of men and women (volunteers) that have been elected by the membership of LHA. Each director serves for a term of 3 years. Their responsibilities include overall control of the affairs of LHA, policy making, coordination, communication, and committee responsibilities.

Board meetings are open to all LHA members! Contact us for meeting times and dates.

Officers of the LHA board include the president, vice-president, secretary, and treasurer. Other members of the board usually serve as chairpersons of various committees and functions such as publications, programs and publicity, legislative, safety, technical, and web site.
